Mayor: "Of course I support licensing and background checks. Can't have felons running around armed. But ones run by us, not restricting all arms to the military."
Alexander: "Then you propose establishing a second military, then?"
Wenser: "[On how to make neutrino comms. But I don't recall writing it down.]"
Mayor: "If that's what you want to call it. You can't be everywhere at once. Let the people be armed, if we have to deal with these Nephilim everywhere!"
Alexander: "Why bother with a second military when we already have a first?"
Alexander: "It would simply complicate the already complex bureaucracy."
Zinda Tegram glances back at the crowd, trying to get a feeling for the 'terrain' of the situation.

Mayor: "See, that's where the analogy breaks down. I'm not proposing a formal chain of command for everyone armed. That's part of the point."
Alexander: "Then what would the organisation be? How would people know what to do? Where would the the structure, the order?"
The 'terrain' seems fairly simple in this debate. There are two positions, and the audience volleying between them, leaning back and forth.
Mayor: "Now, you're assuming there needs to be a structure for everything. That people can't act without someone giving them orders. That just ain't so."
Zinda Tegram: "Without a formal chain of command, it would be nearly impossible to form effective deployments, coordinate strategies, maintain complex equipment…With all due respect Mr. Mayor, my fighter is not in the same class as the personal weapons given to civilians."
Mayor: "We'd have the standard bureaucrats running the checks, and license training. Use standard laws to set up what people can and can't do. But that's different from everything being an order."
Alexander: "You can't mount an effective defense without SOME order. Without order, it would just be chaos. Imagine a populace terrified of Nephilim assault, all well armed, with no command structure."
Abraham: "Oh we're not concerned about inaction. We're concerned about uncoordinated action."

Mayor: "The POINT is to deal with when there's no time for precoordination."
Alexander: "The point of planning is that you don't have to come up with something on the spot, Mr. Mayor."

Zinda Tegram: "And as for fighters, those require pilots to be 'on call' at the station."
Abraham: "Unless I have not been paying attention and the honorable mayor is proposing issuing fighters to the militia?"

So why are you asking civilians to do the job of the military? It would put them in harms way when others have volunteered to take the risk for them! If the people want to help, they should enlist."
Mayor: "Because self-defense is everyone's job."
Alexander: "So should we abolish the police force? If self defense is everyone's job, who needs the police? Who needs the armed forces at all! The people can protect themselves!"

Mayor: "I was! I was coordinating defenses in case they made it down here! And afterward, coordinating cleanup of all the orbital debris you so kindly left for us up there."

As if to punctuate his statement, in the far distance a particularly large chunk of debris fireballs all the way to the ground - having been left alone since its track had it landing where it would harm no one.
Zinda Tegram: "Ooh, Coordinating? Like militaries do? So is this a military power grab too then?"

Alexander salutes the Police Chief
Williams: "You're in with them anyway. Tell 'em you're being assigned as a political officer."

Spyboy flinches visibly as soon as Alexander says the words 'political officer.'
Abraham: "I see. Well, we could use a medic, no question of that. Are they sending you to us to help with communicating with the Nephilim?"
Ingenue executes an analysis of the encrypted comm burst. Is it using known Terran Confed encryption?
Alexander: "I'm afraid my orders aren't that specific. I suppose I'm supposed to aid you as best I can."
[OOC] WC GM: Ingenue: going to need a check for that. The nature of encryption is that, usually, the method itself is not immediately obvious, let alone the keys or other specifics.
Spyboy: "[Miss, can you stream that encrypted data to my computer?]"
Ingenue: "[Yes. Proceeding with stream.]" ((Presuming that's to Nue, as the only other 'Miss' on the comm is B4?))
[OOC] Ingenue: WC: Communications or Computer?
[OOC] WC GM: Either.
[OOC] WC GM: Though Communications would be slightly more appropriate.
Abraham: "Hm… well I'm afraid that politics will have to take a back seat to medicine, most likely. Still, I suppose one politics best when they are healthy, so it's sort of what you've been assigned. Welcome aboard."
Abraham extends his hand to shake.
[OOC] WC GM: B4 is not a "Miss". She's a "Missus".
[OOC] WC GM: Which Spyboy should be highly aware of.
[OOC] Spyboy: Very.
Alexander extends his left hand to shake.
Ingenue rolled up 4dF: 0 - + 0 (Base: 2 Total: 2) ((Communications maneuver on Spyboy to place 'Tried all the easy answers'.))
Abraham clasps Alexander's hand and shakes.
Ingenue does not find any trivial ciphers on the data.
Alexander: "So Admiral, what's the latest news? I've been out of the loop for a while."
Spyboy is an ELINT professional. As such, he knows better than to try to decrypt things manually. Once the file is loaded on his handcomp, he triggers the decryption suite and waits for an alert to ping.
Spyboy rolled up 4dF: 0 - + - (Base: 6 Total: 5) (Communications to decrypt, free tagging 'Tried all the easy answers.')
Abraham: "The latest news is that 'The Neph don't like us and we don't like them.'. Also we have to deal with this mayor who feels that all it takes to turn a civilian into a solider is a gun. Still, things could be w… ah, I'm not going to say it."
[OOC] Zinda Tegram: Spend a few more. It's Kali we're talking about.
[OOC] Zinda Tegram: And the session's over in 20 minutes, FP's not helpful.
Alexander: "Then I guess not much has changed."
[OOC] Spyboy: So true. Tagging Spent Months Reading AWACS Doctrine.
[OOC] Alexander: Do I roll to notice who else is with Abraham?
[OOC] Abraham: Zinda is presumably still around. I would have thought Nue B4 and Spyboy wandered off somewhere for a neutrino powwow.
Zinda Tegram flexes her hand to wring some stress out.
[OOC] WC GM: No wander-off needed.
Zinda Tegram: "Idiots, all of 'em…"
Zinda Tegram: "Abraham, how long till the damn ceremony?"
Zinda Tegram glances at the newcomer. "Left arm huh? What, the right one doesn't grip or sumth'n?"
Spyboy eventually finds a rough match to…oh, no surprise. Cipher patterns matching those published by Kali, doubtless encrypted with a personal key.
[OOC] Abraham: Well, wandered off to make sure they're not invoking strange glances from the crowd.
Alexander rubs his right arm with his left self consciously.
Abraham: "We've got a while yet, and these things I find never start on time."
A bit more work, and a lucky guess, yields the data: coordinates and a timestamp. Those roughly match up with the ground strike's location, time, and expected track.
Spyboy: "Never underestimate the known-plaintext attack."
And a second set of numbers…more geographic coordinates…the mayor's exact position.
That seems to be the entire contents of the message.
Spyboy muses - that ground strike - it seemed conveniently timed for the debate. Still - tit for tat….
Spyboy: "[Admiral - the encrypted string was the location and track of that piece of debris that fell, followed by the mayor's exact position. I'll leave the speculation up to you.]"
[OOC] Spyboy: Assuming he can't listen in on my speculating with my captain, of course.
Spyboy: "Captain, found something interesting."
Abraham: "Oh good. Zinda really looks like she wants to punch someone. Do you have a volunteer for that?"
Wenser: "[And the particular nodes that pinged…]"
Spyboy: "A certain Admiral's electronics picked up a string of encrypted traffic - the coordinates for that ground strike that oh-so-conveniently punctuated the Mayor's speech."
Wenser: "[I do believe we may have an infiltrator.]"
Zinda Tegram glances back at Spyboy.
Spyboy blinks. He's not quite good enough to keep what the Admiral just said off of his face.
Abraham: "Are you saying that the drop was orchestrated by the mayor for an ironic counterpoint to his speech?"
Zinda Tegram: "I think I'm starting to figure it out now…"
Spyboy: "I….I'm not sure. An update - another admiral's estimate is that the traffic passed through an infiltrator."
Zinda Tegram glances to Abraham. "I've got a hunch. Something sensitive though."
Abraham: "And do we have a name for this infiltrator?"
Spyboy: "Nope."
Abraham: "All right, I'll go see what Zinda has to say. We'll be right back."
Alexander: "Infiltrator?"
Spyboy closes his eyes and 'listens' for neutrino transmissions.
Zinda Tegram: "You come too, Spyboy. And, heh, Mr. Political officer, why don't you see what we deal with?"
Alexander: "That's DOCTOR Political Officer."
Alexander chuckles
Zinda Tegram leads the group to a more secure area, after collecting Ingenue and Hrrin.
[OOC] Zinda Tegram: Say, a private room?
Piece of cake. Backstage, approximately the direction the Mayor went, active broadcaster, signal patterns similar to those he got off the Nephilim.
Ingenue is collected! ((Zinda, you have now caught them all.))
Spyboy follows, collecting Heggy as well.
Alexander follows this growing crowd of strange people.
Spyboy: "Let's head this way instead, shall we?"
Zinda Tegram: "Eh? Sure."
Spyboy leads towards backstage - there's presumably secure areas there, or will be once we find the Nephilim gear.
Spyboy: "I think what we'll find back here is more likely to be secure. If the back of my head wasn't telling me just how insecure it is."
Certainly there are secure areas back there. Private, serene little ZOT ZOT ZOT okaythatwasblasterfireupahead.
Spyboy: "INFILTRATORS!"
Zinda Tegram breaks into a sprint and draws her torch.
Spyboy draws his sidearm and follows.
Alexander reflexively reaches to draw his sidearm, but there isn't one there.
[OOC] Zinda Tegram: Gonna punch some kids, Sander? : D
Ingenue glances at Alexander, giving him a cursory examination (that is, scanning him, cause he's new and now in range!).
Abraham uses his communicator. "There is blaster fire back-stage. Going to investigate."
Kali: "Infiltrator. Singular." She smiles, flicking her wrist - a blaster pistol breaks up and becomes an innocuous part of her wardrobe again. "Thanks for your help."
The Mayor's smoking corpse slumps in front of her, the battlesuit inside the flesh mask revealed.
Spyboy takes pictures.
Zinda Tegram clicks the torch off.
Zinda Tegram: "Fckin figures."
Alexander runs up to examine the… body?
Spyboy: "Huh. And here I figured that debris was punctuation."
Spyboy: "It was a scanner of some kind, wasn't it? A pulse that would echo off of Nephilim hardware."
Kali: "I couldn't be sure."
Alexander rolled up 4dF: 0 0 + + (Base: 4 Total: 6) (science)
Kali: "Now the question is, why was it pinging on you too?"
Zinda Tegram chuckles. "Should we tell her?"
Alexander sees the first Nephilim he has ever had a chance to meet personally. Or rather, the dead and disintegrating-in-acid remains of one.
Spyboy: "I'm sorry, Admiral, that information is classified and compartmentalized. Unless you've been read into the compartment I can't tell you, and I can't even ask if you've been read in."
Spyboy frowns at the dead machine.
Zinda Tegram grins a vicious grin. "Guess you don't get it this time."
Kali: "Mm-HMM. I see." Her eyes light up dangerously. "I have not…yet. But perhaps I'll read myself in, in time, you know?"
Abraham: "Zinda, with god as my witness, I will teach you the meaning of the word 'elegance'."
Spyboy: "Of course, ma'am. After all, surprise is only the second deadliest weapon in warfare."
Kali: "Keep your secret for now." She pinches her nose. "But is it classified what to do about these things?"
Spyboy exchanges a nod with another intelligence specialist.
The body is beginning to liquify.
Spyboy: "What, Nephilim?"
Alexander: "Does anyone have any strong bases?"
Zinda Tegram: "I don't think it's Nephilim actually."
Zinda Tegram: "Reminds me of…"
Spyboy: "I'd say warn the people a floor below us that something might be crashing through the ceiling. And see if someone can find the real mayor."
Abraham: "The Roland is quite powerful, but I don't think that's quite what you mean."
Zinda Tegram kneels down taps the fluid. How is compared to the Wenser bots?
[OOC] WC GM: Rolling a Science check for analysis, Zinda?
Alexander: "Hell, milk would do. Anything to neutralize that acid."
Zinda Tegram rolled up 4dF: - - + + (Base: 1 Total: 1) (Science)
Abraham: "Milk is actually quite a week base. Calcium would be better. We may be able to scavenge some from the backstage equipment."
Spyboy: "He's served as mayor for years - and he has a brother - and the Nephilim have only been in this area for a year."
To the best of Zinda's limited knowledge, it looks identical, though she knows she could be missing some details.
Abraham looks about for a decent base.
Zinda Tegram frowns at Kali.
Abraham rolled up 4dF: - - - + (Base: 4 Total: 2) (Science)
Alexander joins in the search.
Kali: "Actually, he doesn't have a brother. That's what tipped me off."
Alexander rolled up 4dF: - - + 0 (Base: 4 Total: 3) (science)
Spyboy blinks
Spyboy: "So…"
[OOC] WC GM: Alexander doesn't have anything to compare it to.
[OOC] Abraham: Derp. There is no such thing as gravity. The entire thing was created by history's greatest prankster, Sir. Issac 'Shecky' Newton.
Abraham reaches the same conclusion as Zinda.
Zinda Tegram: "I'm more comfortable pitching this one to Crest than the nephilim. But we'll see."
Zinda Tegram watches Kali to judge her reaction.
Zinda Tegram: "Could be either at this point."
Spyboy: "[Rab, you haven't been making any more frames recently, have you?]"
Thomas Yveno walks in behind Kali. "Fine, FINE, you win." He hands some currency to Kali, sighing.
Rab: "[Of course I have. They're all in my workshop. Why?]"
Zinda Tegram looks over her shoulder to look at Thomas.
[OOC] Alexander: have we had any luck in our search for anything basic?
Spyboy: "[Because we just found a frame and some of my coworkers are noting the similarities between it and your work.]"
Spyboy passes Rab the visual feed.
[OOC] WC GM: So far as you can tell, this was another Nephilim.
Wenser: "[I gave him those specs.]"
…that signal is coming from right behind Kali.
Spyboy: "[……………I see.]"
Ingenue takes the moment to feed the current, right in front of it, data on the mayor to compare it with the archived data of the 'marines'. ((Alertness roll modified by the sensor suite?))
Spyboy eyes Yveno.
Thomas massages his face. Spyboy and Ingenue are probably completely unsurprised by the face that emerges.
Zinda Tegram: "Figures."
Spyboy: "Admiral."
Spyboy salutes.
Alexander: "What the hell?"
Wenser salutes back.
Zinda Tegram: "Heh."
Abraham: "Eventually, you get use to it."
[OOC] WC GM: Ingenue: sure, roll it.
Wenser: "[Nevermind, Rab. Enjoy the evening.]"
Rab: "[Yes sir!]"
Ingenue rolled up 4dF: 0 - + + (Base: 4 Total: 5) (((Alertness check on Neph, plus modification from sensors, which would be… whatever it is.)))
Zinda Tegram: "Gonna give us an explanation this time?"
Zinda Tegram turns to face Wenser.
[OOC] Ingenue: Spend 1FP through Child of Lagos, to make sure all the data is gotten.
Alexander: "Admiral Wenser?!"
Ingenue finds a few differences in the acid, in a spectrographic analysis. Different batch, same acid, probably different manufacturer.
Wenser: "Aye."
Wenser: "As to th' explanation-"
Zinda Tegram rolled up 4dF: 0 - 0 + (Base: 4 Total: 4) (Alertness. I could swear something's about to interrupt him.)
Intercom: "Requesting Admirals Kali, Wenser, Captain Bounty, please report to the foyer."
Ingenue stores the additional information, though passes along the conclusions to Spyboy (via Nue-Comm).
Wenser grins. "Ah, saved by th' bell. It's time fer yer promotion."
Zinda is almost prescient.
Zinda Tegram: "Can always be tardy Wenser."
Abraham: "And then we'll let you finish that sentence, sir."
Zinda gets the sense that Wenser knew what time it was, even.
Zinda Tegram: "You've gotten out of this too many times. What's with the copies and the comm?"
[OOC] Spyboy: "You'll have a hard time walking to the ceremony with a plasma burn on your leg." *click, fwoosh*
Zinda Tegram glances at Kali. "Maybe I won't even need to be the one that gets twitchy for once."
Kali: "Comm?"
[OOC] Abraham: "What plasma bu..owowowowowowow."
Wenser smiles harder. "Comm, on." He walks down the corridor. "Because it's time?"
Kali rolls her eyes and groans.
Zinda Tegram: "Kali, back me up here?"
Spyboy: "Hey, Dame Tegram. Could I borrow you for a second?"
[OOC] Zinda Tegram: C'mon! I'm causing problems!
[OOC] Spyboy: Please. Admiral iluvsecrets Kali?
[OOC] Spyboy: Yeah, but I'm about to pass info.
[OOC] Zinda Tegram: Oh, OK.
Zinda Tegram: "Sure Spyboy, just as soon as I make sure this one talks."
Spyboy waits till the official party has moved out of earshot, then runs a local emp to fry Kali's dandruff problem.
Spyboy: "I've got some info to pass on about the ex-mayor."
Zinda Tegram: "Yeah? Wire it."
[OOC] WC GM: Assuming that everyone else does walk on?
Zinda Tegram passes Spyboy her datapad.
[OOC] Zinda Tegram: I'm trying to stop Wenser and get Kali to help, FWIW.
Zinda Tegram grabs Wenser's wrist.
Spyboy: "You won't get anywhere with a frontal attack, Zinda. I figured a skilled warrior like you would know better than to go charging into the strong defenses of an enemy."
[OOC] Ingenue: Nue stays within eyeshot of Zinda.
[OOC] WC GM: Err - if everyone's walked on, then Wenser is most definitely not in grabbing range.
Alexander knows nothing about anything, so just followed Abraham out.
[OOC] Zinda Tegram: Damn.
[OOC] Spyboy: Once again, Zinda is expecting Admiral iluvsecrets Kali to HELP? ZINDA!?
[OOC] Zinda Tegram: xD
[OOC] Ingenue: Expecting? No. Hoping? Sure! Hope springs eternal and all that.
[OOC] Zinda Tegram: What Shad said. : P
Zinda Tegram spits.
Zinda Tegram: "Wenser! One of these days!"
Spyboy rapidly sends text to Zinda's slate and passes it back: 'Wenser gave mech specs to Rab. Rab made Wenser copies, but based off of Nephilim infiltrators.'
Spyboy follows with: 'Rab hypothesis: Wenser unaffiliated/rogue Nephilim infiltrator.'
Zinda Tegram: "Why the hell aren't I surprised."
Zinda Tegram stomps after the party.
Spyboy: "My hypothesis: they woke him up at White."
Spyboy follows.
Alexander mutters to himself "Dames, shape-shifting admirals, and robot mayors filled with acid…. I have a feeling that this is going to be a strange assignment…."
